Yes, in some cases the group is more important than one person. When there is a group of civilians stuck in a fire and one guy is in another area, the firefighters are going to get the group first. Also when there is a bunch of people rigged with C4 in a bank compared to a dude at gunpoint in an alley, the cops are going to the bank. So yes the group can be more important.
Then again, one person can be and is equal to everyone else. The president came into the world the same way a hobo that wastes money at a liquor did. God made everyone equally like cops and the S.W.AT. team or terrorist and rapist. Everyone gets the same life, it depends on how well they take care of it.
